But countries generally have little leverage to convince other countries to behave in a manner consistent with their own goals. And a country that free-rides on other countries’ efforts to reduce global warming receives the benefits from those efforts, but incurs none of the costs. Describe strategies that you would use to create incentives to get all countries sign an agreement. Why would your plan be effective?

1.   Taking initiatives to control global warming as a mandatory criteria to enter into bilateral and multilateral trade agreement.
2.   Taking initiatives to control global warming as a mandatory criteria to offer funding and other charitable initiatives in affected countries
3.   Offering support in planning and implementation to stop global warming and causing them to become the part of a global community and sign an agreement
4.   Raising issues of global warming on global forums with the support of other countries who implement plans to stop global warming and strategically pushing other countries to sign the agreement
5.   Making initiatives and support to develop suitable infrastructure to stop global warming in other countries with a condition that the concerned country will sign the agreement.
6.   Making amendments to rules of global trade forums so that whoever is the part of the forum has to sign the agreement.

These initiatives will be successful because no country wants to live in isolation and trade agreements at different levels are their requirements. It will cause more harm to them rather benefit if they don’t sign the agreement because their economy will suffer a lot.
