This situation is an ethical dilemma as it involves a decision that is not clear. You are not sure whether you will have to make cuts. I believe if I was CEO, I would probably hold off on telling the employees till I was sure that they will be let go. This is a hard decision but as CEO, you have to think for the organization as a whole. If you were to tell the employees ahead of time, you risk them either leaving before the company even lets them go or having sales decline even more from employees performing poorly
