Explanation / Answer
When top management proposes change, the lower level managers and employees may lack the big picture that stimulated the proposal. Employees do not reject the change. For example, if the change were simply involve an increase in pay without increase in work or negative effects on benefits, working condition, or job security, few would resist the change.
Employee will look at the size, timing and probability of the benefits of the proposed change. The focus of the employees are personal rather than organizational, but if they are encouraged to raise their concerns, perhaps it may be discovered by top management that the real need is not so much to overcome employee resistance to change as it is for those at the top to modify their proposed change.
