You have obtained US grant to help train physicians in a developing country on new techniques for fighting AIDS, while working within the developing country[s Ministry of Disease control you have uncovered evidence that certain monies received through the International red cross had been misappropriated by certain officials of the Ministry. the money was to be used to buy new ambulances for some of the country's hospitals. should you report this transgression? Do you have any legal duty to report? do you have an ethical duty to report? If so, to whom? Does the fact that such reporting may jeopardize your relationship with members of the ministry and the U.S Agency that hired you enter into your decision? Does the FCPA apply to this care? How can materials on whistle blowing be applied to this hypothetical incident? Do you have an obligation to obtain a sufficient amount of evidence before reporting?
Explanation / Answer
My duty is to train physicians in developing country or to fight against. This is the sole reason we are appointed. It is being found that some hospitals under ministry bought ambulances with these money and being misappropriate.
As a trainer our fundamental duty is trian the Physicians.Checking the internal and external audits are the duty's of Auditors. Un necesarily interefering into others duty and revealing somethin on partial information are not good characteristics and are not ethical.
We do not have any legal liability and ethical responsibility to report these transgession.
