B. Difference between procedural rules and substantive rules are as follows

1. Procedural rules determines the ways and means by which substantive law can be enforced while substantive rules deals with those areas of law which establish the rights and obligations of an individuals.

2. Procedural law have no independent powers while substantive law have independent powers to decide the fate of a case.

3. Procedural law can be applied in non legal contexts while substantive law cannot be applied in non legal contexts.

4. Procedural law can be regulated by the statutory law while substantive law is regulated by the act of parliament.

Both law are important. But procedural law is the most important law for the average person to know in the society because it governs the ways in which substantial law can be applied to claims made by parties. It comprises the rules by which court hear and determine what is happening in criminal or civil proceedings. The rule are designed to ensure fair practices and consistency in due process.
