Chlorine has an atomic number of 17, the electron configuration of chlorine is 1s22s22p63s23p6 , you have to count the inner shell electrons , these are the electrons that occupy complete orbitals, 1 and 2 (1s22s22p6 ) if you count them you will get 10 core electrons

Zeff = 17 - 10 = 7

for pottasium is similar , it has atomic number of 19 and 1s22s22p63s23p6 (this is for K+)just count the electrons from 1 and 2 level to get a number of 10 electrons
