The alkyl chloride shown in option B , i.e. Chloro butane, reacts fastest with NaI in acetone. The reaction flows SN2 mechanism , so according to this the primary halides are more reactive as compared to secondary and tertiary halides. This is because there is minimum steric hinderance in primary halide such as bromo butane , due to which the attack of nucleophile is easier.
