Incidence rate = 180/1,000,000 = 0.18 per million per month acquire the disease.
Cumulative incidence rate = number of new cases during a period divided by the number of subjects at risk in the population at the beginning of the study.
80% of 1 million were at risk initially = 80 * 1,000,000 / 100 = 800,000
Cumulative incidence rate = 180/ 800,000 = 22.5 * 10^-5
