As you have already figured out that the reaction is second order in A and zero order in B ( if not, look at expt 1 to 2, [B] has doubled, but rate is same and expt 1 to 3, [A] has doubled and rate is quadrupled).

So, Rate = k [A]^2

K= Rate/ [A]^2 = 0.0199/ (0.310)^2 =0.2071
