Mass spec is the separation of species (molecules, atoms, any charged particles) on the basis of their mass to charge ratio. If the charge is one the separation is on atomic mass. So mass spec can be used to measure the molecular weight of a compound. Some structural information is available from the fragment ions that are formed.
Infra red measure the bends, stretches and waggles of a bonds within a molecule when irradiated with infra-red beam of different wavelengths (i.e. energies). From a knowledge of which groups (e.g. -OH or -NH2) waggle at which wavelengths you can work out the structure of the molecule.
