Eugenol is a phenol and the other neutral compounds which are present with Eugenol are hydrocarbons ; add NaOH to make the Na salt and it will be soluble in water whereas the other compounds like caryophyllene will not soluble in polar solvent water.Hence hydrocarbons and neutral compounds will not steam distill.
