Ans- according to me Carroll thinks that the fossilisation or loss of genes may produce difficulties in notions of design. A gene loos or fossilisation may have adverse effect on making of species. Due to gene loos the species will not have testable predictions. He want to say that these pseudogenes are non functional and this is not what a good design have.
