The smallest Rf value will be given by the most polar substance, which in this case is acetic acid. The order of polarity then changes from butanol, 2-octanone and in the last Decane with all Carbon bonds making it the least polar of the lot
Highest Rf value = Decane
Lowest Rf value = Acetic Order
Hence the correct order will be
Acetic Acid < Butanol < 2-Octanone < Decane

The chemicals will move up the TLC plate along with the solvent. If the solvent reaches the top of the plate after keeping it so long, then the chemical will still continue to move up. Due to this phenomena, all the chemicals will merge at the top of the plate and it will become difficult to seperate the chemicals from each other
