Chlorine -  [Ne] 3s23p5

Argon -  [Ne] 3s23p6

As it is clearly seen from the electronic configuration that chlorine need one electron to complete its octet so it has very high tendency to react with the compounds .On the other hand, argon has its filled octet so it behaves as an inert compound.Also, the size increases in the end of the period so it exists as gas .
