QUESTION 1

The very recent past in Latin America suggested at least the possibility of a swing back toward populism. Research this question and decide whether current populism in Latin America is similar to past populist movements, especially by comparing economic policies. Candidates for populist leaders include Chavez (Venezuela), Correa (Ecuador), Ortega (Nicaragua), Morales (Bolivia), Kirchner and Fernandez (Argentina), and Zelaya (Honduras). Perhaps most notably is the way Lula (Brazil) confounded this category.

QUESTION 2

Compare and contrast the characteristics of economic growth in the HPAE with the characteristics in Latin America.

Explanation / Answer

Populism is a set of economic policies which are designed to achieve specific political goods. The economic goals required to attain these political goals are budget deficits to encourage domestic demand, nominal wage increase and controls to effect income redistribution and exchange rate control to cut inflation and to raise wages and profits in nontraded goods sectors.Throughout Latin America, countries swung away from economic development policies that depended heavily on the state and toward neoliberal economic policies and freee trade which also produced a political reason.

Economic growth in Latin America was characterized by high levels of inequality, periods of macroeconomic instability, and an inward orientation. In contrast with the HPAE nations could not be striking, as their growth was around the falling inequality, sound macroeconomic fundamentals and the promotion of exports.
