Use time dialation equation

t1 = to/sqrt(1 - (v1/c)^2)


t2 = to/sqrt(1 - (v12/c)^2)

t2/t1 = sqrt(1 - (v1/c)^2)/sqrt(1 - (v2/c)^2)

= sqrt(1 - 0.71^2)/sqrt(1 - 0.91^2)

= 1.698

t2 = 1.698*t1

= 1.698*33
