E = (10 + 60)*10^-6/(8.854*10^-12) N/C

E = 7.9*10^6 N/C


torque = L*3*e*E*sintheta

L = 1 mm = 10^-3 m


e = 1.6*10^-19

torque = 1.9*10^-15 Nm


1.9*10^-15 = 10^-3*3*1.6*10^-19*7.9*10^6*sintheta
