Explanation / Answer

On www.wto.org the interesting thing that I found was that WTO not only helps different governments with regards to negotiation of trade agreements, it also helps them with settlement of trade disputes. WTO has several different committees on market access, agriculture, anti dumping practices etc. Another interesting thing that I found was that one can access (on the website) different official documents, publications, statistics, economic research and other resources which are rich with knowledge of economics, finance and international trade.

Case with United States as a complainant: The case that I am reporting is titled – “Mexico – Anti Dumping Measures on Rice”. In 2003 USA had requested for consultations with Mexico with regards to the anti-dumping measures on beef and long grain white rice. The complaint also referred to Mexico’s Foreign Trade Act and its Federal Code of Civil Procedure. As per USA the measures being used by Mexico were inconsistent were not consistent with Mexico’s obligations under GATT provisions as well as under anti-dumping agreement.

One of the cases where USA is a respondent is titled “US – Steel safeguards”. The complainant in this case is Switzerland. The case is with regards to the definitive safeguard measures on the imports of certain steel products by USA. The measures were in the form of increase in duties.

From these cases it can be concluded it is quite difficult for WTO to enforce free trade among members. The WTO is doing its best to enforce free trade but despite this it encounters difficulty due to several different countries and the different trade pacts that different countries across the globe have with each other.
