Explanation / Answer

1. Taxing would not work on electric cars and there are several problems of having any mileage tax. First of all several states do not impose mileage tax. So when a car travels from a state that has mileage tax to a state that does not have mileage tax, how will the calculations be done? Secondly there are problems with regards to privacy. Cars are fitted with a GPS device under mileage tax regime to measure the number of miles clocked by a car. The problem is how to measure the number of miles driven without violating the privacy of the driver and the accompanied passengers in the automobile.

2. My position is against implementation of mileage tax for electric cars. This is because mileage tax discourages even the users of electric cars to use their cars more. On the other hand, keeping in mind, rising pollution levels, concerns of global warming, and limited availability of fossil fuels the use of electric vehicles should be encouraged. What should be taxed is not travelling but pollution. Thus imposition of mileage tax makes more sense for gas guzzlers like sports utility vehicles that consume large quantities of gasoline. It is a fact that sports utility vehicles and bigger sedans take up more road space and hence damage roads more and also cause more pollution. Thus it is just to impose mileage taxes on such vehicles rather than efficient and non-polluting electric vehicles.
