In the specific situation I would prepare a whole set of advantages and disadvantages by keeping qualitative analysis on both of the options.

Availability of new computerized reservation system can be substituted this is specific scenario as availability of accounting system is more important to align with the current standard of Federal reporting requirements. If the specific change in the organisation regarding accounting tools is not done then organisation could be involved in legal violations leading to business problems.
Integration of computerised reservation system can be planned later as availability of the system is directly dependent on purchasing capacity of the company rather than immediately being required for operational capabilities.

Properly focusing on benefits of accounting software as well as urgent requirement of accounting software would be my main concern for the meeting where preparing a presentation over PowerPoint and providing slides according to the benefits and disadvantages of the specific implementation as well as availability of implementing new ticket system would also be present in the specific presentation.
By using this type of approach I would definitely be able to influence the boss for integrating better accounting system to a line with the standards of Federal reporting requirements as it is the priority which cannot be avoided by the organisation to maintain functioning.
