Yes, it’s true that it is an unethical practice to hire extra candidates and not provide them opportunity to work by any reasons. It may exploit someone's career or give a negative feedback about corporate employment practices.
If, a company wants to hire extra candidates then its okay but there should be an arrangement that they will be given training on various projects on stipend or honorarium basis and in near future they will be absorbed if some vacancy will be exist. This will bring positivity in new trainees and they can be retained for longer years of work association with the company. Even, manpower planning should be readjusted like people will be initially hired for project or training but they will be confirmed once their performance and behavirol outcomes are found to be ethical one. Job vacanicies might be filled by open market or interally promoted candidates . It will bring motivation to the existing employees.
