"Most people believe that the president or Congress pass the laws and formulate policies based on their perceptions of what the public wants and needs. Often it is the result of research or the pressure of groups and individuals lobbying for or against a certain policy."(Burger pg. 281)

One factor is research. Studies, records, surveys, reports and experiments are used in deciding policy. All of this research is presented to the president and Congress. An example of how research was used to develop policies and programs was the Community Mental Health Centers Act of 1963. There was data gathered on the growing number of people that needed mental health care.

1. Welfare and society:

Social policy creates a sociology about the provision of welfare in the social context. Improving people’s welfare lays special importance in understanding the people and how these welfare policies are related to them. It is because the welfare takes place in the social context, social inequalities like race, color, caste and gender are key elements and policies are being drawn to provide equality within the society and give justice to the citizens.

2. Social Structure

Structure of a society is usually followed with the consistent pattern hence the policies are more dominated by the values of the society, work, nation and Family issues

Family will include the man, woman and their children and the policies will range from education, child care to the child benefits.

Work will include policies which can cover the economic protection and the policies will laid down emphasis on old age, employment, minimum wage etc.

Nation will include the benefits and rules for the citizens and immigrants

3. Social Problems

Social policies could be formed to collectively respond to the social problems. Social problems will not count problems like emotional distress. Belief and opinions of the social group are considered their basic perception and the issues can be drawn from them and later the policies are drawn to address these issues
