By hiring them, you will get more experience, greater capabilities, less training time required, only have to pay them for the actual hours worked, and not be responsible for taxes or benefits. However, their hourly pay will be considerably higher, they will have other clients demanding their time and attention, and they may not always be available at the times you need them.

As an employer, I will go ahead with the person with 10 years of marketing experience who desires to be a contracted employee.

This will provide more experience and greater capabilities compared to the person with 2 years of marketing experience. Even though hourly may be considerably higher for contracted job; it will be convenient compared to the training that the inexperienced candidate will require.
There will be also be saving on taxes and the benefits that otherwise the person with 2 years of experience will have to be paid. Contractors will end up being less cheaper compared to full-time employees.
What will be beneficial for the company will be the specialised skill sets that the highly experienced contractor will bring and fit the needs of the company.
