E = k*q / r^2 = 9*10^9* 10^-8 / 0.17^2 = 3114.18

2) inside E= 0 by gauss law there is no charge inside

3) V = k*q /r =  9*10^9* 10^-8 / 0.17 = 529.41 V ( outside )

4) inside =   529.41 V
