a)the magnetic field will be decreasing as the field generated by the current is inwards according to ampher's right hand rule.
b) The relation of EMF and magnetic flux is V=A(B/T) where V is EMF A is area and B/T is the rate of change for the magnetic field. But EMF also equals current times resistance V=IR=A(B/T).
