To fulfill their vision and mission they have elaborate goals and targets to achieve. Their main goals are listed below:

Goals of the Organizations :

Reduce burden of physically transferring or recalling medical history. This goal would significantly enhance interoperability by allowing providers to simply exchange key health information through the EHR system. No matter where in New York state a patient receives care, there clinical information is available across the SHIN-NY enterprise. We have learned that when health care providers have access to complete and accurate information, patients receive better medical care. The EHR can improve the ability to diagnose disease, prevent medical error and improved patient outcomes.

Eliminate unnecessary treatments, procedures, and medications This goal will ensure that doctors and other healthcare professionals provide the best quality care by enabling instant and secure access to clinical and other actionable data for their patient. This will reduce unnecessary and duplicative tests, support transitions of care, and enable better care coordination in the State.

They would like to deliver care in coordinated manner, improve the way to manage public health emergency and ensure that there are improvements in population health. These actions will enable Public health officials to gain access to core clinical data needed to monitor and respond to events.It will also reduce health care costs specifically related to Medicaid and the State budget, streamlined quality measurement reporting, and potential support to fuel science, research and innovation, and economic growth.

Support for administrative and reporting needs of health plans. This will enhance workflow; eliminating the use of fax machines, the need to no longer track down records, and eventually, the ability to streamline quality measurement reporting for health plans, government, and other programs, saving time, money and energy.

In order to achieve these goals, SHIN-NY has to address and overcome the following barriers to implementation:

Uncertainty in obtaining funding from the Federal level with negative fiscal implications, which would in turn place pressure on the State Medicaid matching fun and the health reform Act; subject to renewal in 2010. Hiring of contracts services-contracts should be awarded on performance -based system. This will shift from paying providers on a fee-for-service model to value-based care.
