Solution: -

With the growing population the number of accident is increasing as people are started violating the traffic rules on roads and thus leads to increase in loss of lives. According to statistics, more than 5 people are losing their lives every hour due to over-speeding or violating other traffic rules during driving. So, government must take necessary measures to minimize the number of accidents. The fine amount must be increased by the government when someone is violating the traffic rules.

So, it is really necessary to increase the fine amount for making the roads safer. Penalty amount must be increased for drink and drive cases. Moreover, violating of traffic light also leads to fatal accidents so that case should also be kept in mind so that people must obey the traffic rules. Even penalties should also be increased for rash driving and overspeed the allowed limits.

So, more the penalties will be increased the less there will be traffic rule violation and government should increase the new penalty structure and implement it as soon as possible.

2nd part:

In SAS the if-then statement actually helps in pushing the SAS to perform a statement when the condition is set to true. Suppose in the below example:

here if the marks is greater than 33 then the result will be pass.

In if -then -else here the statement is considered optional. It is used to execute when the condition fails. Here is the example:
