Pros

1. A set government policy can allow a nation to be able to create regulations when dealing with IP misuse as well as the threat of cyberterrorism.

2. Create a safer internet for the minors to use.

3. Provide set regulations for the entire country to follow, reducing the complexity of implementation as well as standardizing the process.
