It is ethical if we see it from the viewpoint of an organization as the primary objective of the organization is to minimize its profits and create maximum value for the shareholders. Also if we elevate to the level of humanity from nationality, we would be creating jobs for the poorer country and helping them in eliminating poverty and hence it appears to be an humanitarian initiative.

But yes if we think only at a national level, we should be concerned more about the impact in our homeland which could be negative in the long run.
