1. INTRODUCTION
The State of Atlantis, Atlantis Higher Education Commission (AHEC), hereinafter referred
to as “the State,” has issued this Request for Proposals (RFP) to define minimum contract
requirements; solicit responses; detail response requirements; and, outline the State’s process for
evaluating responses and selecting a contractor to provide the needed goods or services.
Through this RFP, the State seeks to procure necessary goods or services at the most favorable,
competitive prices and to give ALL qualified businesses, including those that are owned by
minorities, women, Atlantis service-disabled veterans, and small business enterprises, an
opportunity to do business with the state as contractors, subcontractors or suppliers.
1.1. Statement of Procurement Purpose
Through this Request for Proposal (RFP) the Atlantis Higher Education Commission seeks to
secure a vendor for the development of an SLSP (Student Learning Support Program ) English curriculum for reading and writing remediation for students in their senior year, funded through the Governor’s Initiative on Higher Education Access and Quality.
Atlantis lags behind national averages in educational attainment, and remedying this deficit
drives the sweeping Complete College Atlantis Act of 2010 (CCTA). Virtually all growing
career fields will require a postsecondary credential, yet in Atlantis, nearly 64 percent of all
Atlantis students graduate high school still needing remediation in mathematics, reading, and
writing. In some communities that percentage is as high as 75 percent. For remedial students,
this can often mean a bleak educational future, with very low attainment rates for those enrolled
in remedial courses.
Through its “Aim for 75” initiative, Atlantis seeks to increase the portion of working-age adults
with a postsecondary certificate or degree to 75 percent by 2025. As a part of this initiative,
Atlantis has implemented a state-wide early math remediation program called Seamless
Alignment and Integrated Learning Support (SLSP) Math. The program provides the opportunity
for high school seniors who have not yet met the college readiness benchmark for math (19 or
higher on the ACT) to earn their remediation credit for free prior to entering a postsecondary
institution.
After an initial pilot and with support from the Department of Education, Atlantis Board of
Regents (ABR), General Assembly, and the Atlantis Higher Education Commission (AHEC),
the Governor’s Office funded a statewide scale-up with $1.1 million in 2013-2014, during which
each of the state’s 13 Community Colleges partnered with 118 high schools serving over 8,400
students. In the first year of state-wide implementation, 69 percent of SLSP students completed
all remedial requirements and an additional 19 percent saved at least a semester of remediation
resulting in over $6.4 million in savings on tuition and books for Atlantis students. In 2014-
2015, the SLSP Math Program expects to serve 12,000 students in 150 high schools across the
state with the ultimate goal of impacting 30,000 students each year.
SLSP Math has attracted national attention for its innovative and practical solution to
Atlantis’s college readiness problem, creating interest for expansion to remediation needs in
reading and writing. The Atlantis Higher Education Commission has received funding from
the Governor’s Education Fund to support the development of a complementary
program for English that will allow students to earn remediation credit for both reading and writing
in the senior year of high school.
Homer State and Wallace State Community Colleges were selected by ABR and AHEC to develop
an initial pilot for SLSP English to be implemented in the spring of 2015. Approximately four
schools, 200 students, and 30 faculty advisors will be invited to participate in the initial pilot. The
expansion plan for SLSP English will follow a similar timeline to the development of SLSP Math,
Atlantis Higher Education Commission ultimately involving all 13 state community colleges and annual growth of student participant numbers.
Objectives:
· Eliminate barriers to student postsecondary success by streamlining the process of
learning early remediation in reading and writing.
· Achieve a completion rate for reading and writing remediation of at least 75 percent
among the students enrolled in SLSP English.
· More closely align remediation expectations in reading and writing between K-12 and
higher education to create a more seamless transition for students as they enter
postsecondary institutions.
· Better educate students in Atlantis and increase the education attainment of adults
within the state.
1.9. Response Deadline
A Respondent must ensure that the State receives a response no later than the response
Deadline time and date detailed in the RFP Section 2, Schedule of Events. A response must
respond, as required, to this RFP (including its attachments) as may be amended. The State will
not accept late responses, and a Respondent’s failure to submit a response before the deadline
will result in disqualification of the response. It is the responsibility of the Respondent to ascertain
any additional security requirements with respect to packaging and delivery to the State of
Atlantis. Respondents should be mindful of any potential delays due to security screening
procedures, weather, or other filing delays whether foreseeable or unforeseeable.

Financial value will be the unique value that an individual or business might present in a proposal responding to the request. Further the response should also include the quality of the materials that will be supplied. The quality should be such that the State is able to achieve their goal. The state has an "Aim for 75 initiative" where it seeks to increase the portion of working age adults with a postsecondary certificate or degree to 75 percent by 2025. In order the achieve this the company that responds with their response proposal will have to ensure that the quality of the course is worthy of the payment that the company might receive. Quality, quantity and the financial implications will be the values that an individual or a business firm might present in a proposal responding to the request.
