I eliminated NaCl because it only dissociates into 2 ions, then only CaCl2 and MgCl2 are left, i figure that10 lbs of MgCl2 has more Cl2, which in effect will deice more effectively because it will be able to react with more h2o molecules. Is this reasoning correct? or is the i unimportant?

Colligative properties depend on the number of ions not mass of ions. So, here you have to calculate the number of ions each salt provides. As 10lb = 4536gm so, No. of ions of NaCl : 4536gm/58.44gm*2(i value) = 155.24ions MgCl2 : 4536/95.21*3 = 143 ions CaCl2 : 4536/111*3 = 122.6 ions So, MgCl2 does maximum deicing.
